    Understanding The Results Of The Working Women's Characteristics Survey, GTZ Network of Women's Organisations

    This paper is meant to inform the NWRO on the link between characteristics of work, domestic violence, and personal status as a platform for addressing the gaps in policy that leave women vulnerable. This paper looks at the results of the Working Women’s Characteristics Survey (WWCS) that was carried out as part of the “Understanding Women’s Work and its Empowering Potentials in their Everyday Life” project by researchers Hania Sholkamy and Ragui Assaad. The WWCS looks empirically, for the first time in Egypt, at the relationship between labour-market participation for women and different empowerment indicators, asking whether work is empowering for women in Egypt. Assuming an inextricable link between women’s work and their private lives, the WWCS looks at engagement in different types of labour-market participation, namely formal, informal and from-home employment, in relation to various empowerment indicators that reflect on women’s access to resources, and their agency within the home and outside of it. …

    Unmarried In Palestine: Embodiment And (Dis)Empowerment In The Lives Of Single Palestinian Women (Report)

    Using topical life stories, focus groups, data and discourse analysis, this paper, presented to 'Pathways: What are we Learning?' Analysis Conference, Cairo, 20-24 January 2009, explores the experiential diversity and thematic commonalities in the lives of Palestinian unmarried women, in the context of a society experiencing prolonged warlike conditions, political crisis, and social disruption. In particular, the project examines dynamics of choice, embodiment, responsibility, and survival, as well as attempt identify structural, social, political and economic factors shaping Palestine’s rather unique pattern of early, but not universal marriage, with a relatively high proportion of never-married women (but not men) over time. Comparing topical life stories of an earlier generation of largely educated unmarried women (now 40-65) who often had a clear trajectory of a life committed to the national project e and/or self-improvement with the diverse voices found in focus groups of contemporary young women (18-25) in diverse locations in the West Bank offers a window into how choice and responsibility operate differentially in the lives of unmarried women. Issues explored are how unmarried women place and value themselves in family and societal settings, how families and communities view unmarried women and shape these choices and responsibilities, and how unmarried women narrate marriageability, self-fashioning, and embodiment. …

    The number of women in public office is an inadequate proxy for assessing ‘women’s political voice’ in public decision-making as it is based on the assumption that female public officials will - by virtue of their gender - seek to promote women’s rights and gender specific issues. This Working Paper seeks to explain how a critical analysis of the concept of ‘representation’ can help researchers understand the reasons why numbers alone is not enough to ensure an amplification of women’s public voice and substantive transformation of policy. …

    What Does It Mean To Be A Feminist Within A Global Policy Institution? Challenges Of Identities, Alliances And Accountabilities

    Since February 2007, a small group of feminist activists working from inside the head offices of international development organisations (bilateral, multilateral and INGO) have been participants in a project to explore how they can encourage their organisations to be pathways of women’s empowerment. The project’s objective is to encourage greater strategic awareness among the policy activists themselves concerning their room for manoeuvre, and secondly to stimulate discussion among others as to how they could optimally support those working from inside bureaucracies. In this paper, presented to 'Pathways: What are we Learning?' Analysis Conference, Cairo, 20-24 January 2009, I explore the challenges facing these feminist activists in building relations for institutional and policy change for women’s rights. Research participants believe that the principal factor in successfully changing institutional arrangements, albeit subversively, is networking and alliances within and between organisations as well as with the wider women’s movement. …

    Whose Vision, Whose Needs? Appropriation In Nigeria’s National Economic Empowerment And Development Strategy (NEEDS)

    This paper presented at a conference on ‘Reclaiming Feminism: Gender and Neo-liberalism organised by IDS and Birkbeck College from 9-10 July 2007, examines the reform programme of the Obasanjo government (1999-2007), as laid out in the National Economic Empowerment Development Strategy (NEEDS). Initiated halfway through the first term of Obasanjo’s tenure, this was the first explicitly articulated ‘economic and development agenda’ during his administration, as opposed to the characteristic one-off programmes previously developed on an ad hoc basis. Initial expectations of the government’s goals and intentions were high, given the long-awaited end of military rule and Obasanjo’s status as the first elected civilian head of state for decades since the Second Republic of Shehu Shagari. In this paper, the author reflects on processes that are involved in instrumentalist and opportunistic uses of ‘gender’ and ‘empowerment’ by the state, specifically the Olesugun Obasanjo two-term administration of Nigeria (1999 to 2007) and its NEEDS programme. …

    Women And Politics In Post-War Sierra Leone (2002-2011) (Report)

    The objective of this study was to assess the implementation of the government’s gender equality and mainstreaming framework in the arena of politics and public sector governance. The paper discusses: election results and post-war changes in female participation and political representation; Affirmative Action policies; the effect of the women’s movement on women’s political representation; the electioneering process. The paper concludes that opportunities created by the post-war moment have opened up the male-dominated political arena to female politicians, in spite of threats of violence including rape and intimidation, and women have moved ahead to claim their space however small, through articulated demands for inclusion in governance. This increase is shown to be more of their own making as individuals and as a coalition than of a political will from a male-dominated system of governance. …

    This paper adopts an upside-down approach to women's political empowerment. While the number of women we need to get into legislatures has often assumed centrestage, this paper takes women's pathways as its starting point.     Women In Local Governance In Post-Conflict Sierra Leone

    This paper is a critical examination of the implementation of the government’s gender equality framework to its decentralization programme. It is argued that the practice of local governance in post-war Sierra Leone which, is far below the Beijing minimum of 30 per cent, rather than leave women disillusioned, has spurred them on to actively engage the state, political parties and the National Electoral Commission to demand a legislative quota to enhance women’s participation and a conducive political atmosphere to level the playing field for women in local governance. …

    Women In Local Government in Pakistan

    This study investigates the ‘criss-cross’ processes through which women in Pakistan become empowered, focusing on how the larger institutional set-up (whether military or non-military) helps women achieve their goals. It explores how some of the major initiatives from civil society have contributed to women’s voices at the local government level, and also looks at individual case studies of women when they either surmount or fail to surmount societal pressures in their individual lives. The research involves qualitative interviews at all three tiers of government, and mapping out NGO initiatives, tracing how women's voices have arisen and how demands have affected policy. …

    Women's Empowerment And The Lady Health Worker Programme In Pakistan

    The present study explores the topic of empowerment through the experience of women in the Lady Health Workers Programme, a government-run project that employs almost 100,000 women across Pakistan as community health workers. The LHWP directly addresses women’s reproductive health needs by attempting to provide them information, basic services and access to further care if necessary. It is also a major employer of women, and therefore the experiences of LHWs can provide valuable insight into the impact of paid work on their lives and gender relations in their homes and communities. The discussion that follows will begin with some background information on women and paid work in Pakistan, followed by details of the LHWP, and an analysis of selected interviews with LHWs. …

    Women's Empowerment Made Visual

    The author presents a case study of the digital storytelling (DST) project at the Pathways for Women’s Empowerment Research Consortium. Pathways undertook DST as a new research tool to articulate how women strategize and experience positive change in their daily lives in Bangladesh. She analyses the relation between DST and feminist research, and evaluates its capacity to represent women’s diverse experiences given the genre’s formalities and narrative preoccupations. This study aims to counteract the tendency within the DST movement to propagate digital stories as complete, “authentic” voices. …

    Women's Empowerment Through Local Governance: Emerging Issues And Debates In Bangladesh

    This report, presented to the 'Pathways: What are we Learning?' Conference held in Cairo from 20-24 January 2009 is based on a study of women in Local Government in Bangladesh, and seeks to examine the levels, margins and boundaries of the re-definitions and contestations of the existing values, traditions and spaces of women both in the private and public sphere. The obstacles faced by women in doing so and their responses, as well as struggles, to overcome those also constituted a major focus of the study. The challenges of breaking into a restrictive system and the strategies and paths adopted by the councillors in carving out spaces are presented in this paper. Finally the report trenched out the emergence of new voices, spaces and the march of women towards the creation of structures, more amenable to social justice, equity and human needs. …
