The question of who should govern the global economy, how and for whose benefit has once again been projected centre-stage. The financial crisis which intensified during 2008 has been viewed as a direct result of the lack of regulation of the financial sector at the national and inter-national levels. For many, it is indicative of the broader failings of the assumptions that underpin contemporary neoliberalism: that markets self-correct and self-govern; that the wealth they create produces a ‘ rising tide that lifts all boats’; and that the appropriate role of the state is a minimalist one as facilitator of markets and enforcer of property rights.
