The Government of Ethiopia, along with UN agencies and civil society organisations (CSOs), have invested significant resources and shown commitment towards the water, sanitation and hygiene (WASH) sector’s progress and long-term sustainability. However, millions of Ethiopians still lack access to clean and reliable WASH services, the key to health and wellbeing.
The annual Water, Sanitation and Hygiene (WASH) Multi-Stakeholder Forum (MSF) is the most important WASH sector event in Ethiopia with over 300 participants. The first WASH MSF was conducted in 2006 under the auspices of the European Union Water Initiative for WASH sector coordination. The Government Ethiopia’s WASH organisations (education, finance, health and water) took over the WASH sector coordination process later on and, since then, the Ministry of Water, Irrigation and Energy has led the National WASH Steering Committee and the organisation of the MSF.
In 2017, 21 per cent of South Asia’s population practiced open defecation and only 57 per cent of households had a basic handwashing facility (UNICEF and WHO, 2019). Though vast progress has been made since 2017, those with a safely managed sanitation and basic handwashing facilities remains low while open defecation is still a huge challenge.

The Government of Ghana Ministry of Sanitation and Water Resources (MSWR) has created basic sanitation guidelines to achieve 100 percent open defecation-free (ODF) status and equitable and adequate access to sanitation and hygiene for all by 2030, with special emphasis on the poor and vulnerable.
Toilet construction is critical to ending open defecation, however most toilets built under Swachh Bharat Mission- Gramin (SBM-G) (clean India mission - rural) are water intensive. In the absence of piped water supply, rural households often rely on alternative sources of water or turn to open defecation (OD) or partial use. In such a scenario, water usage for cooking, drinking and washing takes precedence and using water for toilets becomes the last priority.
Retrofitting of toilets is a complex and challenging stream of work and is included as one of the main components of Open Defecation Free-Sustainability (ODF-S) plans under Swachh Bharat Mission- Gramin (SBM-G) (clean India mission - rural). However, minimal data is available about the number of toilets that need to be retrofitted. Furthermore, the typologies of retrofitting needs are largely unclear. Few surveys have been carried out to date, and those that do exist provide conflicting or incomplete data.
From 29th September to 3rd October the DREAM ASAL (Development of Resilience Empowering Alternative Measures for Ethiopian Lowlands) Conference 2019 took place in the Ethiopian city of Samara, capital of the Afar region. The five-day conference reunited key stakeholders from government, INGOs and CSOs not only from Ethiopia but also from Kenya, Pakistan, Rwanda and Somaliland. It was organised by the Ethiopian Ministry of Agriculture and facilitated by the GIZ- Strengthening Drought Resilience (SDR) programme.
Over the past decade or so, donors have increasingly sought to link their financing to results on the ground, and focus on interventions towards the poor. In sanitation, this effort has mostly taken the form of pilot operations through government agencies; only a handful of schemes have involved international non-governmental organisations (INGOs). This discussion paper shows how the INGO East Meets West (EMW) pioneered the use of output-based aid (OBA) type incentives to ensure sustainability and better poverty targeting in Vietnam.
