Final evaluation of Plan's Pan Africa Programme

Between 2010 and 2016, Plan Netherlands implemented a CLTS programme in 8 countries in Africa: Ethiopia, Uganda, Kenya, Malawi, Zambia, Ghana, Sierra Leone and Niger. This programme, although entitled ‘Empowering self-help sanitation of rural and peri-urban communities and schools in Africa’ soon became known as the Pan Africa Programme. It was co-financed by the Dutch Ministry of Foreign Affairs and was supported by partnerships with the CLTS Knowledge Hub at IDS and IRC.  The overall goal of the programme was to empower rural and peri-urban communities by using CLTS to improve sanitation and hygiene for 2.1 million people in 805 rural and 36 peri-urban communities and 742 schools.

The final evaluation of the project shares the achievements, challenges, and lessons learned from the programme as well as making recommendations for other or future CLTS programmes.
