This 6 minute film explores the story behind the innovative Chapeu de Palha Mulher programme in Pernambuco, Brazil. The programme run by the Women's Secretariat helps to empower female sugar cane plantation workers. 

In between harvest seasons, the programme provides a mandatory three month course in public policy which provides the women with information about their rights and citizenship. Following this the participants can choose a professional skills training course such as welding or plumbing. 

As well as providing the women with information on how local government works and their rights as citizens, the skills they learn offer them wider career options and the trainings bring the women together as a community.
